The purpose and scope of this document is to provide guidance for a code official or regulator to use in order to competently enforce commissioning, either with in-house staff or the use of a third party. It is not intended to specify what the various aspects of the commissioning process are; rather it deals with only the issues related to the above goals and criteria (implementation and enforcement).

This guideline is not a code and, therefore, is not written in enforceable language. However, this document can be adopted in whole or in part by the authority having jurisdiction (AHJ). In writing this document, the authoring committee made an effort to make it as comprehensive as possible to allow for its use with codes and standards other than the International Green Construction Code® (IgCC®) that require commissioning.
